I. Introduction The import of chemical products to the People’s Republic of China (“PRC”) increased from approx. $ 179 billion in 2012 to $ 190 billion in 2013 (among which approx. $ 11 billion imported from Germany).1 The “Regulation concerning the Registration, Evaluation, AuthorisationandRestrictionofChemicals”,Regulation(EC) No. 1907/2006 (“REACH”) was promulgated by the legislative bodies of the EuropeanUnionwith effect on 1 June 2007 to “ensure
